On gaining a multile O (married to thai under 50 no proof of income etc)) which would allow a stay in thailand upto 15 months by simply leaving the county every 3 months. What then? Is it a case of having to get only a single entry O every 3 months? And is it possible to repeat single entry O visas.

Yes; if you are still unable to prove family income of 40k to obtain an extension of stay another multi entry visa would be what you would want to get. If a Consulate will issue one they will most likely issue more than one.

Thanks, but assuming the first one was issued in the UK, where would you expect to get the second one issued without going back to the UK. And if a consulate in Penang for eg. would only issue a single entry - can a single entry (3months) be re issued indefinatley only showing a marraige cert.

Apply by mail for a multiple entry O visa at the Thai Consulate at Hull.

I would try Oz or Penang or Singapore (Singapore will likely require 400k bank account). There have not been any limits on the number of single (3 month) issues but most places now require at least a copy of wife ID card in addition to marriage certificate.
