Experienced Thailand residents, please confirm if the following seems intelligent for a first-time Thailand visitor:

US citizen can apply for 60-day visa in Los Angeles, but would cost (with living expense) over $400 and a week's delay. On the other hand, Singapore gives 90 days w/o visa, so what about a RT LAX-Singapore, applying for Thai visa there, and spending the 60 days with a return to Singapore at the end and back to LA. The difference in airfare would amount to the same as indicated above IF a US citizen CAN make application for the Thai visa in OTHER THAN HOME COUNTRY.

You can apply for a Thai visa almost anywhere. Your plan is fine, but you could apply for a Thai Tourist Visa by mail from the Thai Consulate General in Houston. They do a very fast visa service.
