Documents For Water & Electricity Connection

Had a couple of searches for this but nothing came up.

I have got the water pipes and electricity cables connected to the house I have just built. But I want to know how to get an account set up with an electricity company and water company to pay for what I use. Is there a way of doing it without a work permit? Is it more straightforward to do it in a Thai name?
