What exactly are these and are they legal in Thailand?

I have some important business with an online bank but they won't allow residents of Thailand.

of course it's legal, anyone can install radmin or vnc on a friend's computer abroad and control it's pc in case IP of thailand are denied.

Is a proxy server legal?

Proxy servers are in a grey legal area.

In itself they are not illegal I would think, there are several justified purposes using them, for example using a secure proxy or VPN when doing on-line banking using a public wifi accesspoint.

However, currently, doing this interferes with the internet criminal law, which states that all ISP's and at a lower level every place allowing the sharing/using of their internet access need to log the identity of all users and log all websites visited by them.

Using a proxy would make this impossible and as such you are probably considered breaking the law, even if you are doing it out of genuine security concerns.
