Multi Entry O Visa - Will Singapore Issue One?

I am asking this question on behalf of my brother, who has no access to the internet at the moment.

He needs to obtain a new Multi Entry O visa at the end of November, and he wants to know if he would be able to get a new one issued in Singapore.

Situation is:

UK Passport Holder

Married to a Thai and they have a child together

1st Multi Entry O visa issued in Singapore

2nd Multi Entry O visa issued in UK

Does anybody know if Singapore are likely to issue a 3rd to him?

Hope this is enough information, and hope somebody can help?

No good reports for Singapore. The number of previous O's should not matter.

Penang using an agent according to member reports. Link to agent that has helped them and promtly replys to emails sent.
