If my wife and children are in Thailand, Can I apply for a family permit on there behalf when I am in the UK? I know my wife needs to get a TB certificate.

Are you asking about EEA family permits?

If so, your family can apply provided you are an EEA national (not British) exercising your treaty rights to live in the UK.

The application must be made to the British embassy in their country of current residence, presumably Thailand

Where are you from?

If you are a British citizen & they are your children (not step children) then presumably they will have British Passports anyway so do nto require a visa? If you are a british national then your wife will need to apply for a residency visa at the british embassy in BKK.
