My friend is stuck in Manila having been refused a tourist visa by the Thai embassy there on the grounds that he has already stayed 90 days in Thailand on visa exemptions. He is a genuine tourist who works in the tourist industry in Denmark and spends his 5 months off-season in Thailand (and has been doing this for 7 years).

He has a non-refundable air-ticket to return to Bangkok. Can he apply for a transit visa in Manila and book an onward flight to Viantianne or KL to apply for a tourist visa or have the rules been changed yet again?
