The answer is yes, you will be asked for the police report when you go to obtain a replacement licence. Try to go to a police station in the area where you "think" you lost it.

In your area I would suggest Phuping police station near the zoo.

I had my Thai drivers licenses stolen when I was in India last May. I didn't need a police report to get replacements (but I did need the certificate of residence).

The vagaries of the Dept of Lands and Transport :D My wallet was stolen on London some years ago, and they insisted on a police report before they would issue a new one. Moving goal posts is a phrase that springs to mind :o
