Do you mean a permit to buy, or to operate a boat? Buying a boat requires the vessel to be registered in your name. Operating a boat requires a Thai certificate of competency, for which your French licence should be proof of competency. A Thai 2nd Class helmsman certificate (valid for vessels from 1 to 30 tonnes), costs 5500 Baht from your local Marine Office. An example of the certificate attached.

it is a real hassle with permits and registration etc. it has to done every year.
