To attract high class customers you have to have high class assistance in the shops, Pattaya is trying to change its self , from a sex tourist place to a family orientated place so we get told by the Mayor, so in that case start training the staff properly and maybe pay then a descent wage, And forget that its the Thai way because many people don't want it they want good service with a smile and helpfully comments about the goods that the customer is trying to buy. sorry but the Thai way and chill don't cut it anymore , because many other Asian country's are vying for the Tourist trade.

I visited Laos, Cambodia, China, Singapore, Vietnam, India and Thailand in the 1970's. 40 years later I visited the same places. Singapore has narrowed the gap but the others are in the same relative relationship to Thailand. I don't think Thailand has much to worry about.

"do some customer service training and make sure some of the staff can speak English"

If you have a question the clerk can't answer or you can't break through the language barrier, get the phone number of the shop and go to one of the information kiosks on the first floor. Have one of the English speaking girls there call the shop and work it out. In some cases, they'll accompany you to the shop and serve as an interpreter.
