The Best Place Currently To Get Double Entry Tourist Visas?

Hi all,

I'm (finally!) back to Thailand after 10 months away working. Last year getting Tourist Visas in Penang had soured but I was still able to score a double entry TV in Vientiane.

Is Vientiane still the place to go, or are there other options now?
