You say she is under 20 year old, you didn't say how old shen actually is. Has she an ID card? Where is she now? Is she near the passport office? They will tell her what she needs to do. Last time I went to the passport office it was an all day task.

It would be easier for her to ask advice from the Thai authorities rather than you trying to find out.

her birthday is on 01/12/1989. Yes she had ID card. she did went to passport office ask for apply in hatyai Songkhla. but the officer denied her because they said she is under 21 age. They require her father signature letter and face2face interview for approval. bad thing is, her father is handicap and high age civilian ,cant take long travel.

But i really no idea how come they say she still under 21 since she already pass her birthday.

Is there any special status pass to allow me and my fiance can register without her parent but witness with her eldest sister?

I doubt that the birth date is written as 01/12/1989 on her ID card. If you mean the 1st of January 1989, she obviously is not yet 21 years old.

Euh, 1st of January, yup, she would be 21.

However I would read the date as 1st of December, in which case her 21st birthday is still 7 months away!

In any case, I doubt her father has to appear in person, usually for such paperwork a copy of his ID card and a copy of his housebook, both signed by him along with a signed letter that he approves her applying for a passport should do the trick I think, unless they have more stringent rules in the South, which might be very well possible with the unrest over there!
