Pretty stupid of the man to make a note and send it to the dog owner. Would have been better off remaining anonymous and just killing the dog if that is really what he wanted to do. Shackling of prisoners was common in Thai prisons until quite recently. It's still done with dangerous prisoners in the US. In the UK it's more of a sexual practise than crime punishment These guys entered illegally, were involved in drug running and attempted escape and were stupid enough to do doughnuts in a car thereby attracting attention to themselves. When they started singing I bet the cops wished they also had gags. -
