Hello Can anyone suggest were I might go to find a half decent 17 ft boat with trailer for personal use(fishing and going to the off shore Islands etc)

Depends what area you want to fish but there are some bargains in Pattaya. You need to be very careful with second hand engines and local boats made of laminated plywood that might have been heavily repaired.

To be honest I would not go far off shore in a 17 footer. Remember there is no emergency channel or effective coastguard.
