If married to a Thai it would be normal to obtain on such a visa but your name indicates that is not your case so it will be up to the labor office involved. Some seem to require the normal B visa. You can apply however and if not acceptable use the receipt to obtain the requested visa.

It is indeed likely you will be required to obtain a non immigrant B visa, before your work permit will be issued.

You can apply for a work permit regardless of on what type of visa (or even visa exempt stay) you are! Once approved you will receive paperwork (WP3), and along with the other required paperwork (employer etc) you can then get a non immigrant B visa in any of the neighboring countries.

Once you return on the non immigrant B visa, the labor department will then proceed with issuing your work permit...
