can i enter Thailand with a tourist visa and then apply for a non-imm O visa multi entry in pattaya?

If i can do that is it the same pappers i need to apply in Thailand that i need when i apply outside Thailand?

Outside Thailand i need Marrige cert,2 Photos,copy of my wife´s passport,and return ticket.

No. You can only apply for a Visa at a Thai Consulate.

That applies to Tourist Visas also.

Pattaya immigration do converts tourist visa into retirement extension with correct paperwork..

I do not know if it is possible to get marriage extension same way. Just go and ask.

He asked about a multi entry visa and that is not available inside Thailand at any location. If OP can qualify for extension of stay that would be possible inside Thailand.

You need to go back out of Thailand to get a non immigrant 'O' visa.

You have 30days when you arrive here and can get another 15 after that at a border crossing.

I went to Nong Khai boarder crossing and then into Laos for my visa but I do not know if you can do that anymore.

Conversion is only done if you meet the 400k/40k extension of stay requirement for Thai wife and for the process of extension of stay for one year and exact form will depend on if you have a tourist visa (change) or a visa exempt (visa issue) but both cost 2,000 baht and will require wife/proof of marriage and normal Thai ID paperwork.
