Kasit expected to talk about Thaksin with Montenegro

Podgorica, Montenegro

Thai Foreign Minister Kasit Piromya will meet on Monday Montenegro's high ranking officials including president and prime minister in a bid to boost the bilateral cooperation and relations.

One of the topics expected to be raised when they meet in the capital of Podgorica is about runaway ex-Thai prime minister Thaksin Shinawatra who is holding Montenegrin citizenship.

Thaksin was given the citizenship reportedly because he was investing in construction of hotel in seaside Budva city of Montenegro.

The Abhisit government has been putting pressure on the countries which allowed Thaksin to take shelters and particularly those that gave him nationality and special treatment.

On Monday Kasit will meet in separate meetings Montenegro's President Filip Vujanovice, Prime Minister Milo Djukanovic and Economic Minister Branko Vujovic.

Thailand wishes to increase trade volume with Montenegro as the volume is very small. Thailand enjoyed trade surplus over Montenegro, with exporting volume is US$3.2 million and import us US$0.01 million per year. Imported products were computer, spare parts and accessories.

Montenegro has been relying on steel, processed agriculture products and tourism. In 2009, 63 Montenegrins had visited Thailand. Number of Thais visiting the country is not recorded.

Both countries do not have the respective embassy, they contacted through Montenogro embassy in Beijing.

UDD urged to gather peacefully on 19 Sep

BANGKOK (NNT) -- The ruling Democrat Party has encouraged that the anti-government United Front of Democracy Against Dictatorship (UDD) should gather peacefully and comply with the law, on its planned demonstration on 19 September 2010.

Spokesperson to the Democrat Party Leader Thepthai Senpong stressed that UDD protestors should not cause any social disturbance or block the traffic because all their planned movements in Bangkok must be made under the state of emergency.

The spokesperson, therefore, demanded that the Center for the Resolution of Emergency Situation (CRES) should step in and control the demonstration accordingly.

Earlier, the UDD announced its planned rally on 19 September, the fourth anniversary of the 2006 coup d’état that has ousted ex-Prime Minister Thaksin Shinawatra.

The UDD planned to tie 100,000 pieces of red cloth at Ratchaprasong Intersection, where they gathered last summer.

Regarding some movements of the UDD using temples as gathering spots, Mr Thepthai warned that temples must not be used for political motives. He suggested that movements should be made in a creative manner like a forum of discussion.

Suthep warns UDD to rally peacefully

BANGKOK (NNT) -- The anti-government United Front of Democracy Against Dictatorship (UDD) should gather in compliance with the law only, warned Deputy Prime Minister overseeing security affairs Suthep Thaugsuban.

Mr Suthep said the planned political activity of the UDD group could be orchestrated; however, it must be staged peacefully while the security units would monitor the group’s movements closely. He said so far he had been careful about his comments; otherwise, he might be accused of obstructing the peace plan.

The Deputy Prime Minister affirmed that he would operate everything in line with the national reconciliation plan of Prime Minister Abhisit Vejjajiva in a bid to restore peace and unity to the kingdom.

The UDD has announced its planned rally on 19 September, in conjunction with the fourth anniversary of the 2006 coup d’état that ousted ex-Prime Minister Thaksin Shinawatra from his power. The UDD planned to tie 100,000 pieces of red cloth at Ratchaprasong Intersection, where they gathered last summer.

Mr Suthep added that he would assess the overall situation to decide whether the state of emergency in the seven remaining provinces, including Bangkok, should be lifted or not. Nevertheless, he said this should not signal that rallies or incidents would be staged upon the termination of the security law.

Suthep: No comment on Sirichok’s visit to Bout

BANGKOK (NNT) -- Deputy Prime Minister for Security Affairs Suthep Thaugsuban has refused to comment on the criticism made by Senate Speaker Prof Prasobsook Boondech against Democrat MP for Songkhla Sirichok Sopha on his visit to alleged Russian arms dealer Viktor Anatolyevich Bout.

Mr Suthep stated that Prof Prasobsook, who criticized Mr Sirichok's visit as inappropriate, could express opinions about the issue. He, however, declined to comment on the Senate Speaker’s criticism due to his seniority in the government although others might do so.

The Deputy Prime Minister voiced his confidence that Mr Sirichok’s prison visit should not affect the Government because Mr Bout’s case must be processed according to the domestic and international laws. He then voiced his confidence in Thai law which, he said, had the same standard as other countries.

Mr Suthep believed that the issue surrounding Mr Sirichok would not pose any problem because the matter was Mr Sirichok’s personal affairs, not related to the Government or even the ruling Democrat Party. He said Mr Sirichok must be responsible solely for the thing he did.

Doctor warns of poor exercise, diet dangers

A large proportion of Thai people surveyed in a recent Public Health Ministry study are "rich in illnesses" due to infrequent exercise, insufficient consumption of fruit and vegetables, and bad eating habits.

More than four million Thai people over 35 years of age have nongenetic diabetes and another four million have high blood pressure. Another 635,850 are known to have both diabetes and high blood pressure. "This could result in them having shorter lives," said permanent secretary Dr Phaijit Warachit, at a sporting event hosted by the ministry yesterday.

Citing other details, he said 55 million Thais older than 11 years were not regular exercisers. Also, out of nine million people who sought hospital treatment since 2007 - six million were found not to take exercise regularly.

According to another study conducted last year, 90 per cent of people older than 6 years eat fatty food, half of them consuming snacks, especially kids between six and 14 years. Fourteen per cent eat fast food and another 31 per cent, mainly those aged 2529 years, down carbonated drinks

Phaijit called on people to exercise 30 minutes each day, and three days each week, to eat less salt, sugar and fat, while eating more fruit and vegetables and natural hifibre foods.

The socalled "beauty drinks" made of synthetic hifibre foods are no good for health in the long run, because they can result in fat accumulating in blood vessels, despite the body weight being normal, he said.

Child among 3 shot dead in South

Insurgents yesterday shot dead three people, including a young child in the deep South, in three separate incidents.

The killing of two-year-old Mahama-assifi Sama-ae in an ambush in Narathiwat's Ra Ngae district was the fourth attack in a week, targeting travelling families as in the other incidents.

The boy was pronounced dead at a hospital after the attack on a sedan he was travelling in with his parents. The father, forest ranger Mahadee, sustained serious injuries after being shot five times with automatic weapons while his wife Saina escaped unscathed.

Earlier, a civil security volunteer was killed in an ambush in Rue Soh district. The attackers also snatched an AK-47 from Rommuelee Abu after killing him.

Earlier yesterday, a couple of fish vendors were killed in their pickup as they headed to Sai Buri in Pattani to buy fish at a pier. Witnesses said two gunmen on a motorcycle also fired at their bodies after their vehicle plunged from a road into a ditch.

Last Friday, a farmer couple were shot dead in an ambush in Pattani's Khok Pho district, and a couple who were construction work-ers were shot dead in a nearby area last Monday, police said.

Local team wins Thammasat contest

Thammasat undergraduate students scored the 1st prize for the fourth time under Thammasat Undergraduate Business Challenge, of which result of the 2010 version was unveiled on Saturday.

Hosted by Thammasat University together with PTT Chemical, the TUBC 2010 competition named the teams from Mahidol University and University of Melbourne as the runnersup.

This competition involved 15 teams of undergraduate university students from top universities around the world, each team consisting four students. During the competition only 40 hours were given to each team to solve a case study regarding Asean Materials Conglomerate (AMC), a company that deals with petrochemical materials, construction materials and paper materials. The big question was "How can AMC become the leading company in Asean?".

During those 40 hours, they were not allowed to contact the outside world. What they had was a computer where they can search for information. Certain websites such as Facebook and Hotmail were blocked.

"The 40 hours were tough. During the period, we had only 3 hours of sleep as we had to make the most of the given time," said Vorawan Wangpanitkul, a member of the winning team. Vorawan found that the key success to this competition was new ideas. The students need to be innovative and creative.

Joining the winning team were Sasirat Kittichungchit, Karanvir Singh Thakral and Tamonwan Chen, who said that during the competition they learnt about teamwork, how to work under pressure and not to give up and that the most important thing is encouragement and professionalism.

They were four from 15 teams shortlisted for the final round. The others were teams from University of Washington, University of Melbourne and Mahidol University International College. In this round, they were asked questions by six executive judges who disguised as AMC directors. They must do their best in answering the questions with proper analysis.

Judges Puntip Oungpasuk, executive vice president of PTT Chemical, and Oranuch Apisaksirikul, president of Tisco Financial Group, said that there were no "right" or "wrong" answers to the questions, as judges expected more in witnessing the teamwork, preparation in the presentation, and clarity in their answers.

From their observation, foreign students were good in persuasion, but their answers during the Q&A session were not convincing with poor presentation. Thai students were the opposite. They were poor at persuasion, but they excelled in analytical quality reflecting through the application of theories to the case.

They praised that the Thai students did their best in the Englishlanguage competition, though English is not their mother tongue.

"Whatever, this competition is designed to encourage students to express their thoughts in front of other people. Thai students have been shy of doing so, always sitting at the back and avoiding eye contacts with teachers."

James Paul Fitzpatrick, senior lecturer executive board member of Thammasat University, said that 13 years ago, a TU team enrolled into a competition in Texas. Such motivated students and encouraged the university to start TUBC. Aside from TUBC, the students have also been encouraged to join similar competitions hosted by other universities, and over the past 10 years, they have bagged the first prize from 12 contests.

Education chiefs 'need to plan ahead

Thailand's education system will undergo a big change in coming decades, when the number of students is expected to drop significantly due to lower birth rates.

Given this, the country's productivity is expected to depend largely on how the system is revised to improve knowledge and skills among nonstudents or the "non age group", an academic said.

Kissanapong Kirtikara, an adviser to King Mongkut's University of Technology and a former secretary general of the Higher Education Commission, said at a conference on "Education for the World of Work", that Thailand had 42 million workers. But most lack further education after leaving educational institutions, although they were the backbone of the country's development.

The speech, given at the 5th World Teachers' Day in Thailand at Impact, Muang Thong Thani, which ran for three days till Saturday, also highlighted the importance of training for the "nonage" group.

"Our education system has been geared towards those of learning age, better known in the education world as the 'age group'. We have ignored the 'nonage group' though they need higher expertise to support the entire economy. But after leaving schools, they never receive any training," Kissanapong said.

"Due to the lower birth rate, while the number of students in primary and junior high school levels will drop, the number of students in the senior high school level will rise. However, this too will decline in a matter of 10 years.

"The government needs to overhaul their education mission," he said. "We need to address a question, if the 'age group' number drops from 19 million now to 12 million in the next 20 years."

He urged the government to seek cooperation with the private sector to formulate a new policy to retain and "retool" people from outside the formal education system (the "nonage" group).

He also referred to statistics that show as many as 62 per cent of the country's 42 million workers finish school with a leaving certificate below Grade 9.

Kissanapong said educating the "nonage group" did not mean all would be encouraged to undertake bachelor or master's degrees, but they needed vocational training or a mechanism to equip them with more knowledge and skills.

For example, a farmer who does construction work after the harvest could be trained in engineering techniques. If the government looked forward and formulated a national policy, private institutions could design the tutorial courses.

"These would draw new input from private institutions wanting to improve the 'nonage group's productivity," he said. "This would also ensure that all will have a job."

He noted that basic education up to Grade 12 was not enough for today's workers, as they could not get jobs with just basic knowledge. Some students borrowed funds from the state to pursue higher education, but even with higher degrees, they could not find jobs.

"Teachers will need to adapt themselves to the New World. We just can't teach what's in textbooks, as new generation students are way beyond us. Students now expect more knowledge from outside the classroom, and the knowledge must show a link to their lives.

"Importantly, students could help to design courses. They won't just sit idly and consume.

"Both teachers and students' concept of learning should be geared towards 'lifelong and lifewide learning', as workers in the future will require an integration of cross knowledge and a convergence of disciplines. We have already witnessed the convergence of bioscience, agriculture, and engineering when it comes to alternative fuel, for instance," he said.

Dr Kasem Wattanachai, a Privy Councillor and former Education minister, said it was a teacher's duty to understand all students, to equip them with the best "tools" and educate them in a good environment.

Teachers should not be lured by academic positions, but the quality of education. Meanwhile, to ensure all get jobs after graduation, parents must also take part. Youths needed to be assigned to be responsible for something, or they wouldn't know how to adapt to working life.

He referred to company executive who was stunned by the laziness of a trainee from a university. The executive said he would never admit trainees from the university again.

"It's a big gap in understanding between educational institutions and employees. This must be sorted out and the university must also put this straight to students. The universities should not be alone in training the students .. one day they will enter the real world. We must start with ourselves."

Two missing in Uttaradit flash flood

Two people have gone missing in Uttaradit's Fak Tha district due to flashflood, which is also hitting other northern provinces following days of heavy rains.

The two were last seen entering a corn field in the evening and lost visual and phone contact with relatives. The district office said it was the first time highlying Fak Tha district was ever flooded.

Around 1,000 families had been affected and a 100 per cent of rice paddies in four floodhit tambon have been submerged.

In Phrae, a helicopter transported drinking water and foods to 400 villagers trapped in an area in Long district after flatbed boats could not sufficiently supply them due to strong currents.

A thousand survival kits from His Majesty the King were distributed to those affected in Wang Pong and Chon Daen districts in Phetchabun province.

In Phichit, around 2,000 homes have been under water and 100,000 rai of farmland submerged. A key road linking Tak Fa and Wang Thong areas is impassible due to 50cm flood covering a twokm distance.

In Lop Buri in the Central, royallyprovide 200 survival kits were distributed to floodhit people in Khoke Charoen district along with other assistance and relief supplies

A weather forecast said tropical storm Lionrock travelling from upper South China Sea will travel near Hong Kong and South China today, but will not affect Thailand nor bring heavy rains.

In Ubon Ratchathani in the Northeast, flood relief efforts have been readied in the wake of heavy rains that swell Mun and mekong Rivers to a potentiallyflood risk level in many districts include Kong Jiam, Khemmaraj, Natal, Pho Sai and Sri Muang Mai.

THAI to Brief PM on New Low-cost Carrier

The prime minister is set to take part in a Thai Airways board meeting on September 2 to be briefed on the carrier's Tiger Airways joint investment.

President of Thai Airways International, Piyasawat Amaranun, disclosed today that Prime Minister Abhisit Vejjajiva will attend a board meeting of the airline on September 2.

The PM will be briefed on THAI's performance as well as details of its joint investment with Singapore's Tiger Airways to establish a Thai chapter of the low-cost airline.

The PM will brief the Thai Airways on state policies and meet Piyasawat in person after the meeting.

On Thai Airways' bid to buy out Krung Thai Bank's 10 percent share in Nok Air, Piyasawat said that the carrier will proceed with its original plan proposed to the bank.

The plan seeks to acquire the stocks at 13 baht per share. Krung Thai has yet to respond but THAI has made plans to launch domestic and international road shows to drum up funding for the buy-out and for managing the domestic low-cost carrier.

The national carrier recently signed a long-term financial deal with Thai Military Bank worth two billion baht. The deal is in line with the company's 2010-2014 strategic plan.

National Security Council Denies Rumors of Subway Attacks

The National Security Council has denied this morning's newspaper reports of threats on Bangkok's subway and MRT systems during the period between September and October.

Authorities say they have heard of no such intelligence reports and that the level of security stays the same.

Suan Dusit Poll: Bout case linked with politics

BANGKOK (NNT) -- A majority of Thai people believed the court trial for suspected Russian arms dealer Viktor Anatolyevich Bout was related with domestic politics, according to a recent survey by Suan Dusit Poll of Rajabhat Suan Dusit University.

Out of 1,521 respondents in Bangkok and vicinities, 60.19% said they did pay attention to the news on Bout’s trial as it was linked with Thai politics. 19.90% said they paid a lot of attention to the news. 13.43% did not follow the news much while 6.48% were not interested in it at all.

Asked if the case is related with politics or not, 57.71% of the respondents agreed with the statement because Democrat MP for Songkhla Sirichok Sopha did visit Mr Bout, leading to a political headline. 36.32% of the respondents were not sure while 5.97% did not think so.

Asked for their opinion about the news content, 72.14% of the respondents said they did not believed what both the Government and the opposition said, thinking the information was part of both sides’ political ploys to win public support; however, 8.95% said they believed the information disclosed by both sides.

14.13% chose to believe Mr Sirichok as they considered him a close aide of Prime Minister Abhisit Vejjajiva and representative of the Government responsible for overseeing peace and order of the country. 4.48% said they believed opposition Pheu Thai MP Jatuporn Prompan.

Asked if they were Prime Minister, 46.29% of the respondents indicated that they would make a decision on this issue thoroughly by putting the national security as supreme priority.

Police on progress of bomb attack at King Power shopping complex

BANGKOK (NNT) -- Police have found clues and pieces of evidence in connection with the recent bombing attack in front of the King Power Complex in Soi Rang Nam.

Metropolitan Police Division 1 commander Police Major General Wichai Sangprapai said that the police had used computers to assist with the investigation into finding the firing of the M-79, as well as evidence from the closed circuit television footage.

According to Maj. Gen.Wichai , National police adviser Pol Lt-Gen Panupong Singhara na Ayutthaya will hold a meeting on the progress of the investigation later on today.

On 26 August 2010, a bomb went off at the entrance of the King Power Shopping Complex, injuring a 24-year-old security guard. Initially, police suspected that the attack was politically motivated, given the billionaire owner Vichai Raksriaksorn was a close friend of Mr. Newin Chidchop, a disenfranchised leader of the Bhumjaithai Party.

Thai stocks open up 12.75 pt, 1.42 pct

Thai composite stocks index (SET) opened on Monday at 913.12, up 12.75 points, or 1.42 per cent.

Blue chip SET-50 index was at 621.07, up 9.64 points, or 1.58 per cent.

Two Killed in Drive-by Shooting in Narathiwas

At morning, a roadside shooting left two dead in Narathiwas province. The province was also rocked by two bomb-related incidents last night.

Panareh Police inspected the scene of a drive-by shooting that left two people dead on Phor Ming – Baan Nambor road in Pattani province.

An overturned pick-up truck was found on the side of the road, with its right-side doors and windows riddled with bullets.

The victims, identified as Khum and Lim Saman, were found to have been shot in the head and torso with a 9-millimeter pistol.

According to police, two gunmen riding on a motorcycle attacked the truck, driving it off the road. They reportedly made their way down to the car and shot the victims point-blank.

Meanwhile, two other violent incidents were reported last night in the Narathiwas municipality.

The first incident involved a bombing outside Shiva Trading Nara. Three pick-up trucks were damaged by shrapnel and one police officer was injured.

Police said the bomb was stored in a steel box and was detonated by a cellphone.

The other incident was reported at a karaoke shop 50 meters away from the site of the first bombing, and there, a bomb was found attached to a motorcycle.

The bomb squad successfully dismantled the bomb, which had been set to go off in 20 minutes.

A suspect was arrested and is being interrogated.

Police identified the site of bomb launch

BANGKOK (NNT) -- Following the bombing at the King Power Complex, police investigator, with the help of the by 3-D scanners, have identified the site where the grenade was launched. .

According to the police, the 3-D scanners have traced the direction of the launch to the fourth floor parking lot of the Siam City Hotel. Investigation teams have been deployed to inspect the guest list of the hotel to identify potential suspects.

Metropolitan Police Chief Santan Chayanond said National police adviser Pol Lt-Gen Panupong Singhara na Ayutthaya will hold meeting to follow up on the progress of the case. The team will look at the CCTV video footages covering the points of entrances and exits on the day of the blast. The Chief added that the attack was a "carefully-planned one", as the perpetrator was said to have been monitoring the site before the shooting.

The bomb, believed to be an M67, went off at the Complex on 26 August 2010, injuring a 24-year-old security guard who is still in critical condition. Eight witnesses have been questioned so far.

Democrat Hopes to Capitalize Bangkok Victory in Next General Election

The Democrat Party is hoping to carry yesterday's electoral victory in Bangkok into the next general election. Meanwhile, the Pheu Thai Party has admitted that the red-shirt movement could be the reason behind the party's defeat.

Prime Minister's Office Minister Ong-art Klampaiboon, who is also the president of the Democrat Party's Bangkok MPs, expressed satisfaction with the results of yesterday's Bangkok Metropolitan Council election, as the party won the most city and district council seats.

He is also hoping to capitalize on yesterday's victory in the next general election.

Meanwhile, Wicharn Meechaianant, who is the president of the Pheu Thai Party's Bangkok MPs has admitted that the party failed to win the expected number of council seats because of the low voter turnout, which was only 42 percent.

Wicharn said that the party will reflect on the electoral defeat to prepare for the next general election.

Some political pundits have linked Pheu Thai's defeat to the unpopularity of the red-shirt movement in the capital. Wicharn conceded that it is probably one of the factors influencing voters' decision.

However, Pheu Thai did win 15 seats and they are expected to contest for more seats in the future, as competition in some districts were very close, and an unusually high number of invalid ballots were counted.

A smelly gift for Thepthai

Thepthai Senpong, the personal spokesman of Prime Minister Abhisit Vejjajiva, got a parcel full of excrement Monday morning.

Party officials did not screen the parcel but they passed it on to Thepthai at 10 am.

When the parcel was opened, it was found to contain a letter and a plastic bag.

Thepthai opened the letter to read immediate and it was too late for him to stop his aides from opening the bag.

The party was filled with bad smell once the bag was opened and the hands were of the aides were soiled.

The smell caused a commotion among reporters and party officials nearby.

The letter was said: "I send this letter to praise you that you have been acting like a dog loyal to your boss. I heard someone has already sent you a muzzle. I think the muzzle is too inconvenient for you so I am sending a little excrement for you to eat as a dog always likes to eat excrement."

The letter carries the sender address as "the Association of Upper Northeastern People in Udon Thani's Khumpawapi" district.

It was signed as "Kan Muangkum".

Thepthai said "The package tainted my men's hands, and there was the smell. But I don't feel bad. This is a way for people to express opinions."

He said he will keep the letter to hold an exhibition of what he has received from his political opponents.
