Jaturporn Warns of Huge Rally Against Amnesty Bill

Red shirt leader Jatuporn Phrompan has warned that the supporters of the red shirt movement would organize a large scale rally to garner protest against Bhum Jai Thai's proposed amnesty bill should the bill be forwarded to Parliament. The same stance has been taken by yellow shirt leaders as well, saying they do not want amnesty and are willing to face charges brought against them.

Authorities Take Beggars Off Streets

The Anti- Human-Trafficking Police Division has arrested more than 20 illegal immigrants and foreign beggars, many of whom are underage children.

LAST NIGHT, the Anti- Human-Trafficking Police Division along with social workers arrested more than 20 illegal immigrants and foreign beggars around the Victory Monument, Siam, and Ratchaprasong Intersections.

Of those who were arrested, 12 were adults and seven were children aged from one to seven years old.

The arrests were made after the authorities received complaints about the presence of beggars and homeless people in the areas.

One of the arrested beggars, a 32-year-old Cambodian woman, said she was a farmer and worked briefly at a Thai-Cambodian border market before traveling to Bangkok with her three kids to work as beggars.

The woman explained that she usually begs from 6 P.M. to 9 P.M. everyday, and makes between 300 and 400 baht a day, on which she lives on comfortably.

She also said that she has been arrested and deported four times to date, but has come back to begging every time.

A social worker reported that most of the foreign beggars come from Cambodia, and they usually live together in rented rooms.

Many of them who have children also force their children to work as beggars.

Thai nationals who were arrested will be given vocational training, while foreigners will face deportation.

In the case of underage beggars, their accompanying adults will be charged with human trafficking if they are found to be the real parents.

Raid Finds 30-Mill Worth of Pirated-CD Factory in Pathum Thani

The Police Economic Crime Division has raided an illegal DVD movie manufacturing plant disguised as an auto-repair garage in Pathum Thani province and has confiscated more than 30 million baht in illegal products.

The Police Economic Crime Division, officials from the Commerce Ministry, and the local police force raided an auto-repair garage in Muang district of Pathum Thani province, on a search warrant.

The authorities had received intelligence reports that the auto-repair garage was housing an illegal DVD movie manufacturing plant.

Inside the garage, the authorities discovered a state-of-art DVD duplicator, capable of producing many pirated DVDs per minute, more than 1,000 original DVDs, and more than 10,000 copied DVDs.

The value of the confiscated products has been estimated at 30 million baht.

However, no one was found at the scene.

The police also found a number of CCTV cameras installed around the premises, believed to have been use to lookout for the authorities which allowed the suspects to flee before the raid.

Police are now searching for the suspects.

Defense Minister dismisses coup rumor upon PM´s absence

BANGKOK (NNT) -- Defense Minister General Prawit Wongsuwan has dismissed any rumored attempt to orchestrate coup d’état during the current overseas mission of Prime Minister Abhisit Vejjajiva in the US.

Asked if any military coup d’état will be staged upon Prime Minister Abhisit’s visit to the US to participate in the UN General Assembly since 22 September 2010 or not, General Prawit said he does not think there should be such an incident in the country once again.

Ex-Prime Minister Thaksin Shinawatra was ousted in 2006 by 19 Sep coup d’état while he was in his mission in the US to attend the similar UN General Assembly. As for now, Deputy Prime Minister for Security Affairs Suthep Thaugsuban is in charge of taking overall domestic situation.

Regarding additional revocation of the state of emergency in the remaining provinces, General Prawit said he had not known which provinces should the special law be lifted, adding that the Center for Resolution of Emergency Situation (CRES) would discuss the issue on 24 September.

The Minister continued that the Emergency Decree cancellation must be based on assessment of general situation, which the intelligence unit would summarize and hand over its report to the CRES.

Move to lift emergency decree in three northeastern provinces

SUPHAN BURI: -- The Interior Ministry will propose a lifting of the state of emergency in three northeastern provinces, Interior Minister Chavarat Charnveerakul said Thursday.

The Centre for the Resolution of the Emergency Situation (CRES) will be asked to lift the emergency decree in Nakhon Ratchasima, Udon Thani and Khon Kaen provinces, but to maintain its enforcement in Bangkok and three neighbouring provinces.

CRES has ordered the security agencies to evaluate the overall situation to see if the state of emergency could be lifted in seven remaining provinces.

"Governors of the three northeastern provinces have reported a non-violent atmosphere and non-worrisome political movement. The Sept 19 activities organised by the anti-government Red Shirt supporters to mark the 2006 coup did not show any sign of violence," the minister said.

However, the emergency decree should be maintained in Bangkok, Nonthaburi, Samut Prakan and Pathum Thani, he said.

The state of emergency in seven provinces is due to expire on Oct. 5. It has been imposed in Bangkok and outlying provinces since early April, followed by an enforcement in the northern and northeastern provinces to maintain law and order after some 'Red Shirt' United Front for Democracy against Dictatorship (UDD) demonstrators engaged in violent activities.

The special security law bans groups of over five persons from holding political gatherings, or they face detention for 30 days without having to be charged. (MCOT online news)

Bout's wife to ask Russian president for help

The wife of suspected Russian arms trader Viktor Bout, who is in Thai custody awaiting extradition to the United States, will appeal to the Russian President on Thursday for help in getting him home.

Alla Bout told RIA Novosti news agency that she would read her address at a press conference in Moscow on Thursday.

"I will ask the Russian president for assistance in returning my husband back to Russia," Alla Bout said. "It is clear that if he is extradited to the U.S. there is no hope for a fair trial."

Alla Bout said she would also tell Dmitry Medvedev about violations committed by US Special Forces during the arrest of her husband. She said Viktor Bout's hotel room was raided without a warrant from a Thai court.

The suspected arms dealer's wife sent an open letter to the Thai prime minister on Monday claiming that her husband was innocent.

Bout, dubbed the Merchant of Death by the international media, was arrested in March 2008 at the request of the United States. His extradition to the United States was ordered by the Thai appeals court on August 20 this year. Bout claims he has never been involved in the arms trade and that there was no evidence of his involvement in the business.

On February 17, the United States brought new charges against Bout, accusing him of violating the International Emergency Economic Powers Act (IEEPA), a U.S. federal law prohibiting the export of goods, technologies or services that pose an "unusual and extraordinary threat... to the national security, foreign policy, or economy of the United States."

The charges were passed over to the Thai criminal court two hours before the appeals court reached its verdict on the 2008 accusations. In accordance with Thai law, Bout cannot be extradited to the United States until the second charges are brought to court.

The Thai Prosecutor General's Office received a formal request from the United States on August 31 to drop the second set of charges against Bout.

The Prosecutor General's Office has yet to consider the U.S. request.

Russian Foreign Minister Sergei Lavrov called the Thai court's decision to extradite Bout politically motivated, and suggested it was made to please Washington. He said Moscow would seek Bout's repatriation.

4 Nabbed for Arms Theft

Police have arrested four men suspected of stealing anti-tank rockets and ammunition from an army arms depot in Lop Buri. A manhunt is continuing for another suspect still at large.

Lop Buri police have arrested four suspects believed to be involved in the theft of rocket-propelled grenades, or RPGs, and a large amount of ammunition from an army arsenal in Lop Buri province.

Three suspects, Somkiat Luanloy, Ekkachai Lamchum and Nopporn Suriwong are civilian employees of the arms depot, while the other one is a soldier identified as Sergeant Sema Kotpet.

Forensic experts found traces of the suspects' DNA at the crime scene which led to the arrests.

The suspects confessed that they broke into the arms depot twice and stole 6,000 rounds of machine gun ammunition and 70 RPGs.

They also admitted that they have sold the stolen arms to minority fighters along the northern border.

The suspects were charged with stealing state properties after the Lop Buri court issued arrest warrants against them. Authorities are still hunting down the fifth suspect, Thaworn Rakbun.

During the Defense Council meeting, Defense Minister General Prawit Wongsuwan ordered all army commanders to tighten security at arms depots across the country as well as during production, transportation and storage.

National police chief Police General Wichian Poposri said deputy army chief General Prayut Chan-ocha had requested assistance from police to arrest the suspects.
