You have it backwards. Thai citizens must move their tabien ban here first before they can vote on local politics. A registered person does not necessarily vote, altho it is technically the law. But when they talk about registered people they are talking about house registrations registered here, the tabien ban, of which the majority of people currently residing on both Samui and Phangan are not.

sorry i mean people that have registered their i.d cards here. i mean changed them to Samui. Yes they would need a tabian baan before they can o this
