Not sure of the OP's definition of "sim free."

Some mobile phones that are locked to a single carrier (think "USA") do not use a SIM. In that sense, no, the iPhone4 here is not "SIM free," in that it uses/needs a SIM.

The iPhone4 that is sold here is not locked to a particular carrier, so you can use any provider's SIM in it, which might be referred to as being "SIM free."

Someone please tell me what is the allure of an Iphone in Thailand without 3 G ?

The same as the allure in a country with 3G; only slower.
