Yes, it's no problem whatsoever if you want to use a non-Thai credit card to purchase a voucher on TikTokThai.

Just be sure to check the expiry date of the vouchers and make sure you'll actually still be able to use the voucher by the time you arrive. The validity period is always written under the "fine print" as it varies from deal to deal. Usually it's between 1-3 months depending what the individual merchant asks for.
