The truth is it took too long for help to get to the scene and I hope we find out why. The National Guard and other military units should have been arriving at the coast 2 days before the hurricane made landfall...everyone new there were tens of thousands of people who didn't have the wherewithall to evacuate and since no plans were made to arrange for their evacuation then the federal gov't should have positioned caches of food in the best guess path of the hurricane...they should do this for all huricanes...of course it wouldn't be free to do this and it isn't going to benefit many rich people so I guess its kind of stupid to think that the richest and most powerful gov't in the world would do something so obvious.

The guy went there out of the goodness of his heart and because he had the financial resources and ability to deliver large quantities of aid with his privately owned 707 jet.

The fact that he and his helpers happen to be Scientologists is no more relevant than "x" percent of Red Cross volunteers being Catholic, "y" percent of doctors being Protestant, etc.

Contrary to popular belief, the US is not a federal dictatorship. The federal government is not permitted by law, to simply march into local jurisdictions and impose their will. There is process, chain of command, and procedures for making these things happen. The federal resources were on the scene in little more than the minimum amount of time that they could have been.

Local government administrations were woefully impotent in their preparation and planning. React the right way and one is a hero. React the wrong way, and people can criticize, but at least one reacted. But to not react at all is the worst possible thing. The local administrations didn't react, period.

The Navy has hired Houston-based Halliburton Co. to restore electric power, repair roofs and remove debris at three naval facilities in Mississippi damaged by Hurricane Katrina.

Halliburton subsidiary KBR will also perform damage assessments at other naval installations in New Orleans as soon as it is safe to do so.

KBR was assigned the work under a "construction capabilities" contract awarded in 2004 after a competitive bidding process. The company is not involved in the Army Corps of Engineers' effort to repair New Orleans' levees.
