LPG-run car up in flames

A passenger car running on liquefied petroleum gas (LPG) yesterday caught fire on a road in Khon Kaen, and was successfully put out before it could set ablaze an LPG service station nearby.

The vintage Mazda 626 was bought a year ago and the LPG system did not show any irregularities until the air conditioner was turned up to the maximum, the vehicle's owner Thongphat Dansrikaew explained. Running the aircon at its coolest set the engine on fire, which took 20 minutes to put out.

The incident caused heavy traffic and had motorists and residents worried about an inferno because the blaze was barely 40 metres away from an LPG service station on a section of Mitrapharb Road in Khon Kaen.

Suwit quits as head of Preah Vihear talks

Natural Resources and Environment Minister Suwit Khunkitti has quit his position as head of the Thai delegation to the bilateral and international negotiations over the Preah Vihear Temple as a World Heritage Site, an informed source disclosed yesterday.

"He has withdrawn from the delegation for the bilateral talks with Cambodia and also from the delegation for the World Heritage Committee meeting," the source said.

The bilateral talks are scheduled to take place in France on May 25. The WHC meeting will take place on June 19 and 20, also in France.

Last year, Suwit led the delegation to the WHC meeting in Brazil and successfully had the Unesco committee delay any decision on Cambodia's management plan for the Preah Vihear Temple complex.

Thailand and Cambodia have had a rocky relationship since Phnom Penh unilaterally pushed to list the ancient Hindu temple as a World Heritage Site on its soil.

According to the source, Suwit told the national committee on the World Heritage Convention - chaired by Trairong Suwankhiri - that he needed to focus on election campaigns and had no time to attend the meetings.

"Suwit has asked the committee to assign the Foreign Ministry to take charge of the negotiations instead," the source said. "Trairong rebuked Suwit, saying Cabinet had assigned him to handle this matter all along."

The source said Trairong planned to raise the issue at the upcoming Cabinet meeting. It is widely believed that Assada Chainam, who chairs the Thai-Cambodian Joint Boundary Commission, will replace Suwit as head of the delegation for the Preah Vihear negotiations.

Suwit could not be reached for comment yesterday.

The reason behind his decision to withdraw from the Preah Vihear issue, sources suggested, was the People's Alliance For Democracy's move to lodge a complaint against him over his signing of WHC documents last year.

Organic laws await Senate

Three organic laws related to the coming election were not discussed by the Senate yesterday, amid comment by some senators that the laws would require lengthy consideration, possibly delaying the election.

Seventy-three newly appointed senators were sworn in yesterday and joined the remaining elected senators in registering as members of senatorial committees. A committee of 30 members was appointed to manage the registration.

Endorsement of membership of the senatorial committees is expected on Friday, the same day as the election of a new Senate Speaker.

Deputy Senate Speaker Nikom Wairatpanij chaired yesterday's meeting in place of outgoing Speaker and appointed Senator Prasobsook Boondech.

Friday will be the soonest the Senate can discuss the organic laws, but it will most likely be delayed until Monday, according to the secretary of the panel scrutinising the laws, Surachai Chaitrakulthong.

He said the committee originally scheduled a special meeting last Saturday but postponed it to today.

Prime Minister Abhisit Vejjajiva has urged the Senate to pass the three organic laws - relating to the election and appointment of senators, the Election Commission and political parties - as he has announced his intention to initiate a House dissolution in the first week of next month.

Some senators have said the laws should be deliberated carefully, despite the fact this would force a postponement of the House dissolution and the election.

Yesterday's Senate meeting was more like a welcoming meeting for the newly appointed senators. They discussed regulations and agreements regarding their work.

Although elected senators are acting in a caretaker role, all 149 senators must register for membership of senatorial committees all over again, after the end of the former appointed senators' term in February.

Elected senators who have been members of committees for three years have to register for membership of the same panels if they want to serve on them again. This creates equal opportunities for new senators to find seats on panels of their choice, as well being eligible for appointment as committee chairpersons.

Each panel has between nine and 15 members and each senator is allowed to be a member of only two panels.

ID holders to be given free access to govt hospitals

Public Health Minister Jurin Laksanawisit will next week meet Labour Minister Chalermchai Sri-on to work out how Social Security Scheme (SSS) subscribers can use their identification cards only, instead of their member cards, to receive services at any Public Health Ministry hospital or medical unit nationwide.

" We will come up with a resolution next week that allows SSS subscribers to use only an ID card to receive medical services at health care units under the Public Health Ministry, " Jurin said yesterday.

The Labour Minister had previously sent a letter to Jurin, asking the Public Health Ministry to improve medical services for SSS subscribers, and yesterday Jurin agreed to discuss the issue. Their meeting confirmed that only SSS subscribers registered with the health care unit under the Public Health Ministry would be allowed to use an ID card for medical services at ministry units and hospitals.

To date, about 9 million employees are registered under the Social Security Scheme - 40 percent with Public Health Ministry health care units and the rest with other ministry units.

Jurin said only SSS subscribers registered with health care units under the Public Health Ministry would be allowed to use ID cards for SSS benefits at these units.

Previously, the ministry had allowed National Health Security Office members to use their national ID as a gold card for treatment under the universal health scheme.

Wilaiwan Saetia, vice chairperson of the Thai Labour Reconciliation Committee, said there were no compelling reasons to use the ID card instead of SSS's member card.

She said the committee had previously asked the Senate's subcommittee for social security to revise the Social Security Act to allow SSS subscribers to receive medical treatment at any state hospital without paying for services.

To date, Wilaiwan said SSS subscribers had to pay for these services when they underwent treatment at out-patient divisions of hospitals they were not registered with.

Moreover, the law should also be revised to allow SSS subscribers to select the hospital they wanted to register with, preferably close to their workplace. SSS was also asked to improve the quality of its medical services.

Dr Prachumporn Boonchareon of the Thai Federation of General and Central Hospital doctors, said the use of ID cards instead of SSS member cards to receive medical services at health care units under the Public Health Ministry would not create a burden for hospitals; but the Social Security Office needed to improve its information technology system to help subscribers access medical services more easily.

Youths urged to serve as volunteers in election

BANGKOK, 19 April 2011 (NNT) – The Ministry of Social Development and Human Security (SDHS) will encourage the Children and Youth Councils nationwide to join forces in forming a network of young volunteers during election in an effort to cultivate democracy and volunteering spirits for the betterment of national politics.

According to SDHS Minister Issara Somchai, the Election Commission (EC) and his ministry have been cooperating under a Memorandum of Understanding to cultivate democracy under the constitutional monarchy in children and youths and promote their political participation.

A panel will be appointed to formulate measures to encourage members of the children and youth councils at all levels nationwide to play roles as EC volunteers during election so that they will grow up with political consciousness filled with honesty in exercising political rights and doing their duties as good citizens.

At present, there have been 3,707 children and youth councils established at sub-district level in 75 provinces across the country. They have teamed up with young core leaders in 730 sub-districts working on 712 creative activities and projects for community and social development. Over 100,000 children and youths are participating in those projects.

THAI recruiting over 400 new flight attendants

BANGKOK, 19 April 2011 (NNT) – Thai Airways International (THAI) is now recruiting 468 new flight attendants, both male and female, prompting more than 4,000 applicants on the first day of recruitment.

According to THAI Executive Vice President for Operations Department Squadron Leader Asdavut Watanangura, the positions include 178 stewards and 290 stewardesses. This is the first cabin crew recruitment in three years as the number of staff is inadequate for the time being.

Successful applicants will also have the chance to fly with a new fleet of THAI aircraft including Airbus A330, Airbus A380 and Boeing 777.

All applicants are required to possess good personality and service mind while body weight and height will be considered in accordance with the Body Mass Index as specified in employment contract. Successful applicants will be working in the position until their retirement at 45 years old.

There have already been 4,713 applicants so far; however, only 3,688 people are qualified to take the oral examination.

The registration and examination last for five days from 18 to 22 April 2011, to be followed by document inspection and personality consideration from 25 to 29 April. A written test will be on 15 May and announcement of the winners on 19 May, 2011.
