I did read the OP. I used the term “gave himself up” as he was an overstayer and he didn’t have enough intelligence to keep a low profile. He was begging for money , annoying people and making a nuisance of himself. Drawing attention to himself which required the police to investigate, thus “ gave himself up” Apparently it’s a term you had never heard of used in this context. Do you understand? -

Yes probably right. All the videos are in the public domain. We can all see what happened. Just a shame that the copper lost his temper, fully understandable I think under the circumstances. But it was lucky the totally innocent man in Starbucks wasn't very seriously injured or the police or other members if the public in the car park.
