Definitely a river. Dirty, but most urban rivers are. It seems every middle aged Thai I know in Bangkok claims to have swam in the Chao Phrya when they

were young. Don't know how many are telling the truth, but they ain't touching it these days. (well I guess everyone will be touching it next week )

The clue is the name, Maenam Chao Phraya, Maenam being river in Thai.

Actually it is the Title equivalent of "Lord", "Baron", "Earl", "Count"; etc.

"Chao Phraya" is the highest widely conferred rank of Thai nobility. It's also the name of the river that runs through Bangkok and central Thailand.
