Thailand gets water pumps from China, Japan

BANGKOK, Nov 8 - Water pumps purchased from China and Japan are arriving Thailand to speed water drainage from industrial estates so that thousands of factories could resume operation as soon as possible, a senior energy ministry official said Tuesday.

Suthep Liamsiricharoen, director of the Ministry of Energy’s Energy Policy and Planning Office (EPPO), said the agency ordered 140 pumps from China and 120 from Japan. Some of the new equipment has been delivered already, with the last batch to arrive by Nov 20.

Mr Suthep said the high-performance Chinese pumps can drain 450-500 cubic metres of water per hour, while the 20 Japanese units can pump 240CM/hr. Other pumps being used, about 100 units, have a capacity of 120 CM/hr.

He said Thailand's oil and gas conglomerate PTT and the Electricity Generating Authority of Thailand shouldered the cost of Bt30 million.

Water drainage will begin Nov 17 at the submerged Rojana Industrial Park in Ayutthaya as the floodwater is now receding. The operation will take around ten days with one million cubic metres of water expected to be pumped out each day, Mr Suthep said.

Meanwhile, First Army Region Commander Lt-Gen Udomdej Sitabutr expressed concern for the Bangchan Industrial Estate in eastern Bangkok which could be inundated as each factory erected its own levee but there is no flood prevention dyke protecting the entire compound of the estate.

Gen Udomdej said five factories have already halted production. He said he hoped that the two remaining industrial estates -- Bangchan and Lad Krabang -- will be spared flooding if the amount of water is not huge. Soldiers are now on guard and are strengthening the earthen embankments to ensure no breach occurs.

In other development, Thailand's main international gateway, Suvarnabhumi Airport, on Tuesday, has set up a special centre to monitor water situation in the northern part of the airport.

Acting airport director Somchai Sawasdiphol gave assurance that the airport’s flood prevention system will be able to handle the situation and that the rising water in the canals around the airport will not affect flight services.

Mr Somchai said the airport is seeking to drain water to the sea through the southern part which has a network of 13 canals, which have already been dredged in readiness for the waterflow.

In addition, the acting director said, the roads surrounding the airport such as the Bangna-Trad, On Nut-Lat Krabang, Romklao road and motorway, are reportedly still dry. (MCOT online news)

Bangkokians advised not to float krathongs in floodwater

Relevant authorities have warned Bangkok residents against floating their "krathongs" in floodwater.

"Krathong" are decorative floats that Thais have for centuries floated on the night of Loy Krathong, one of the country's most colourful festivals.

This year, the Loy Krathong Festival falls on Thursday.

However, millions of Bangkok residents are now surrounded with floodwater and many may be tempted to just float their "krathong" in front of their inundated home, an action that many agencies point out that may end up causing fire.

People have usually lit candles on their krathongs too.

"If your floats get trapped in a house and cause fire, you will face legal actions," Deputy Metropolitan Police Commissioner Maj General Amnuay Nimmano said.

He said revellers should strictly float their krathongs in prepared areas only.

631 bank branches closed

A number of 631 bank branches in eight provinces are temporarily closed on Nov 8, up by 11 from the previous day despite the resumption of services of branches in Ayutthaya and Nakhon Sawan.

According to Bank of Thailand, the number of closed branches in the two provinces dropped from peak 61 and 31 to 19 and 5 as of Nov 8. In Ayutthaya, the closed branches are mostly in flood-hit industrial estates which are under the rehabilitation process.

The number of closed bank branches in Bangkok rose by 11 from Monday to 342 branches, as floods hit Bang Bon, Phasee Charoen and Min Buri.

Fourteen branches in Samut Sakhon are also closed. Of total, 126 branches belong to Siam Commercial Bank, 99 to Krung Thai Bank and 92 to Kasikornbank.

As of Nov 8, 5,493 ATMs in 21 provinces are unplugged, including 2,107 in Bangkok.

Flood Situation Stable at Bang Chan Industrial Estate

Floodwater on Lardprao Road has already reached Pawana Intersection while the water level is still rising continuously.

Meanwhile, the flood situation at the Bang Chan Industrial Estate has stabilized as flood barriers have been put up around the complex.

The flood situation at the Bang Chan Industrial Estate has stabilized as the floodwater level was measured at 30 centimeters earlier this morning.

However, a line of sandbag flood wall has been laid behind the complex for protection against the rising Saen Saeb Canal.

At the same time, water pumps are running around the clock to drain seeping floodwater into the canal.

However, the area inside the estate has not been flooded while factories are also separately reinforcing flood defenses and operating as normal.

Some workers have expressed concern about the situation.

Meanwhile, the road from Minburi Intersection to Minburi Market is submerged under 50 centimeters of water.

As a result, it is getting increasingly difficult for locals to commute in the area.

At the same time, local residents who are demanding authorities raise the sluice gate at Lam Beung Kwang Canal near Romklao Road from one to two meters have agreed to disperse after authorities promised help for them.

Residents there have been living with floodwater for over two months now and water from the floodgate continues to overflow into communities located along the canal's banks.

On Lardprao Road, the floodwater has already reached Pawana Intersection and is still rising continuously as the water level was measured between 50 to 60 centimeters.

The area is now inaccessible for small vehicles.

The water inside Soi Pawana was measured between 80 centimeters to one meter.

According to the latest report, floodwater has now entered the Chokechai 4 area at 10 centimeters.

Pheu Thai urges Democrats to pass Budget Bill

The Democrats should play a contructive role in order to push for a speedy passage of the 2012 Budget Bill in the face of the flood crisis, Pheu Thai spokesman Prompong Nopparit said on Tuesday.

The budget debate is scheduled for Wednesday and Thursday followed by a vote on the first reading of the bill.

"I call on the opposition MPs to deliberate on the Budget Bill in the constructive manner instead of playing politics," Prompong said.

He said the opposition should not turn the budget debate into a blame game to discredit the government on flood control.

Various opinion polls indicated that the people wanted to see the government and the opposition working together to overcome the flooding, he said.

Garbage force gets a boost

An extra 150 workers would be hired to collect the garbage mounting up at flooded areas in Bangkok from November 10 - December 31, Governor Sukhumbhand Paribatra said Tuesday.

The Corrections Department would enlist some prison inmates to help with this work.

Rangsan Pinthong, director of the Pollution Control Department’s Waste and Hazardous Substance Management Bureau, said the city had asked his office for cooperation in managing garbage disposal during the flooding, so both would set up a joint committee with other agencies to take on this task.

Evacuations ordered in Bueng Kum as floods approach BKK's inner areas

As flood waters approach inner Bangkok, the Bangkok Metropolitan Administration (BMA) Tuesday ordered evacuations in Bueng Kum district's Nuan Chan and Khlong Kum areas.

It is reported that the Mall Bang Kapi could be submerged for four to five days if the Khlong Tanhang sluice gate continues being destroyed.

Meanwhile sewers overflowed outside Prime Minister Yingluck Shinawatra's home in Soi Yothinpattana 3 in Bueng Kum district, prompting officials to build a sandbag barrier and the police to keep close watch on the nearby Khlong Lamjiak, Khlong Tanhang and Khlong Chan.

Runoffs from the sewage also covered Rama II Road Sois 5 to 7.

Bang Kapi district chief Sin Nitithadakul said areas such as Ramkhamhaeng Sois 64, 66, 60 and 68 were flooded. He said he would ask Bueng Kum residents to not further destroy the Khlong Tanhang sluice gate as it would cause the mall to be submerged in four or five days, with Soi Lat Phrao 101 and the Khlong Lamjiak community being hit first. Bang Kapi authorities have readied some 20 army trucks to evacuate flood victims.

In Min Buri district, Pol MajGeneral Sangiam Samranrat, an official from the PM's SecretaryGeneral Office, said they would not lift the sluice gate by two metres as demanded by Bueng Kum residents, because he needed three or four days to inspect downstream Saen Saeb Canal. Sangiam promised to provide relief bags and floating toilets to 800 families in the affected communities.

Expressway fees cancelled

Motorists can use the entire expressway system for no charge from Wednesday until November 20 to help free up travel around Bangkok.

The Cabinet Tuesday waived all expressway fees, including Chalerm Mahanakorn Expressway ( First Stage system), Si Rat Expressway (Second Stage system), and Udon Ratthaya Expressway (Bang PaIn - Pak Kret).

The government will pay compensation to the Bangkok Expressway Company (BECL) for cancelling fees of Bt184 million on these three expressways.

Earlier, fees were waived for motorists using Chalongrat Expressway (Ram IndraArt Narong), Burapavithi Expressway (Bang NaChon Buri), and Kanchanapisek Expressway.

72 diarrhoea cases reported at Nonthaburi condominium

Authorities have advised residents in flooded areas to boil tap water before drinking it, after 72 cases of diarrhoea were reported at a Nonthaburi condominium.

A Department of Disease Control investigation confirmed that all those who fell ill drank tap water without boiling it. Water should be boiled for five minutes. Chlorine is provided free at the DDC.

Otherwise, residents should use bottled water certified by the Food and Drugs Administration, or from filters or purifiers certified by industrial standards, the Department advised.
