What country are you going to that won't allow you to bring your dogs? I have looked into bring my dog to the US. It says I just need her vaccination records. No quarantine involved. Unless Hawaii... Then there is a quarantine for any dog, even from the mainland US.

NZ, the dogs has to be moved to a country approved by the Ministry of Ag & Fisheries for a minimum of 6 months. Then they must past the required test in that country before they can be granted import approval.

Process can take up to 12 months if the dogs get approved.
