Strange business decision in the land of piracy.

Yes. As you may know (or as you probably don't know), many Microsoft products have special pricing for emerging markets including Thailand, and also they have a couple product versions that are unique to these markets, making them more affordable.

To the point that it makes little sense to use a pirated copy of Windows, for example. And that's in the consumer market.

In the business software market, Microsoft is absolutely huge in Thailand and doing very well.

And the coming year will be super important for the company as they move to the release of Windows 8 which will see a number of new tablet computers, Windows-Nokia phones being released in a big way, and other entertainment/media stuff.
