Government to step up work to resolve insurgency

BANGKOK: -- Deputy Prime Minister Yuthasak Sasiprapa said on Tuesday that the government would instruct all concerned agencies to integrate their efforts in tackling violence in the deep south border region, while threatening to withdraw the budget allocated to agencies if performance fails to meet the desired levels.

The deputy premier made the remark ahead of the first meeting of the newly established strategic committee responsible for the strife-torn southern border provinces this afternoon to prepare for a workshop with all concerned agencies scheduled for Thursday.

Thai News Agency quoted Yutthasak as saying from now on, a politically driven approach would lead the military operations.

"We will instruct concerned ministries. Eight years have passed but there has not been much progress in tackling problems in the far South due to a lack of continuity in policies towards the region and lack of integration in related bodies," the deputy premier stated.

Gen Yuthasak said performance assessments would be made every three months, and if any ministry cannot achieve the goal set in the strategic framework, the budget that has been allocated to it will be returned to the government.

The deputy premier added that Prime Minister Yingluck Shinawatra will be informed of the failed performance of the assigned ministry and this can also be considered as the personal failure of the minister.

Regarding the recent grenade attack at a Red Cross Fair in Narathiwat municipality, which injured one soldier and five local residents, Gen Yuthasak said an investigation is underway but he believed the assailants were the same persons who had launched previous attacks to create a daily disturbance in the region.

More than 5,000 people, including civilians, soldiers, government officials and insurgents have been killed since violence erupted in the southern provinces of Yala, Pattani and Narathiwat in 2004.

Not much hope unless the government decides to actually do some thing rather than talk about it. And what ever it is they will have to show the Muslim population that their faith does not matter they are still considered Thai's entitled to the same rites of the rest of Thailand.

Ministries have to achieve the goal set in the strategic framework??? Really???

I would love to hear the criteria for these goals, probably just another easy way to say, "next please" in the limitless ministerial queue as and when they choose. Leading with an iron fist.

Perhaps it may have escaped your notice or maybe you conveniently just forgot but Reuters first commented on the red shirt villages in May last year. They are not a new phenomenon http://uk.reuters.com/article/2011/06/07/uk-thailandelection-idUKTRE75614C20110607.

Maybe you are referring to the recent bother with the attempt to set up just such a village in Phuket. Even with a Bangkok based knowledge of geography surely you realise that the southern parts of Thailand suffering the insurgency are a wee bit further south than Phuket.

Now just what the #### red shirt villages have got to do with a muslim insurgency in the deep south of Thailand I can't even hazard a guess at other than an incredibly poor attempt by yourself to make some linkage between the two to try and score some political point or other.

Personal responsibility by Ministers for success or (more likely) failure - a first for Thailand surely.

Wouldn't they have spent their budget trying to meet that goal? Wasn't that what the budget was allocated for? Maybe the personally responsible Minister has to pay it back out of his own pocket.

From Bangkok down South seems a wee bit further than Phuket indeed! Mind you I was referring to the UDD activity of promoting understanding, friendship and love down in Songkhla which, based on your British based knowledge of geography, may possibly also seem to be somewhat down South.
