I thought the new car rebate for a first time buyer was only available to Thai citizens. A friend buying a new car says he has been promised by the dealer that it is available to anyone with a one year visa. It was a major factor in his buying a new car as opposed to a second hand one.

Yes, he is. The rebate is only open on the condition of showing a Thai identity card. ;) Which is only available for Thai citizens.

There are more conditions than just a Thai identity card.

Yes, he is being ripped off. He'll buy/has bought the car, and when applying for the rebate will be refused.

The dealer will be happy though, he has bought the car.
