By 'wrong address' do you mean you're not sure if the place is a police station or house of prostitution? Yeah, I can see how difficult it would be to tell them apart.

Go to the Thai embassy in Oslo and tell them. They should know which department of the police / customs / immigration etc. to convey the information to.

You've done your bit and if the information leads to someone getting arrested they'll unlikely to find out it was you.

Is that where his IP address is? I can then see his problem with contacting the Thai police from there without going through the embassy.
