I think the cut-outs give the bike its character. I'm not into that sort of bikes, but I see nothing wrong with the design.

Guess the engine is too big. They should make a 250cc model without these cutouts ;)

No, honestly, i think it is a nice design. With such engine its not possible to get a big tank without having something like a camel hump or making such cutouts. Form follows function?
