Are you a native speaker? If you are, then you don't need a TOEIC. If you are not, when you go to take the test they will test you on what is required for the provisional teaching permit.

Should I do TOEIC ( Reading and Listening ) or TOEIC ( Speaking and writing) to renew my provisional teaching permit?

To apply for a Provisional Teaching Permit from The Teachers' Council of Thailand, nationals other than from the UK, USA, Canada, Ireland, New Zealand and Australia have to submit the certificate of a TOEIC (R & W), TOEFL or IELTS test.
