In a roundabout way it does apply to renewals because to currently renew your license you must watch the video online and then pass the written test. So all they're doing is extending those conditions to holders of IDP's and temporary license applicants. -

US Fugitive Wanted for Child Abuse Arrested in Cambodia
A US citizen wanted for child sexual abuse has been arrested in Cambodia after fleeing the United States to evade capture, American officials confirmed this week. The US Diplomatic Security Service (DSS) announced the arrest in a statement posted on 18 June, revealing that agents based at the US Embassy in Phnom Penh had located the fugitive and coordinated closely with Cambodian authorities to secure the apprehension. The individual, whose name has not been made public, had been charged with child sexual abuse in the United States and had fled the country in an attempt to escape prosecution. DSS agents worked with the US State Department to revoke the fugitive’s passport, effectively preventing further international movement and paving the way for cooperation with local authorities. Following the arrest, the individual was handed over to the United States Marshals Service and returned to the US in custody. “This arrest sends a clear message — justice knows no borders,” the DSS said in its statement. “We maintain a strong relationship with Cambodian law enforcement and immigration officials, ensuring Cambodia does not become a safe haven for international fugitives.” Cambodian authorities have not issued their own statement, but US officials praised their assistance in helping to close the case and prevent a known fugitive from continuing to evade justice abroad.
