At first I thought they may be emergency gas release for LPG cars but how stupid would that be? Just think of all the fun kids could have going round releasing all the gas from any cars they find. Maybe it is just as "Woodsie888" says "a fashion, not clearly understood by most of us"

About 2cm from the end of the strap and less if you take into account the bounce. normally the carbon in the tyres should provide an earth but I do not know about modern plastics.
