Court issues arrest warrants for 19 PDRC leaders

BANGKOK, 5 February 2014 (NNT) – The Criminal Court has handed down warrants of arrest against a total of 19 core leaders of the People’s Democratic Reform Committee (PDRC) for breaching the emergency decree.

The Department of Special Investigation (DSI) previously resubmitted its request with the Criminal Court for arrest warrants against 19 PDRC core figures. The individuals were alleged of violating the Executive Decree for Public Administration in Emergency Situations, which was imposed in Bangkok and parts of its vicinities on January 22 by the government.

Among the 19 are Mr Suthep Thaugsuban, Mr Satit Wongnongtaey, Mr Chumpol Julasai, Mr Putthipong Punnakant, Mr Issara Somchai, Mr Thaworn Senneam and Mr Ekanat Prompan.

During the deliberation process, a total of 18 witnesses were summoned for testimony and pieces of evidence, including camera footage, were examined. As the plaintiff was the authority in charge of enforcing the emergency law, the judges viewed that there were sufficient grounds for the arrest warrants to be issued.

Once arrested, the 19 core leaders are to be put in custody at the Border Patrol Police Region 1 Headquarters in Pathum Thani province for no longer than 7 days. The authorities are required to report the arrests to the court within 48 hours. If the conditions are not met, the court could decide to withdraw the arrest warrants.

BANGKOK: -- In a setback for the People's Democratic Reform Committee, the Criminal Court on Wednesday approved arrest warrants for its chief Suthep Thaugsuban and 18 other leaders.

The court announced that it had considered the evidence of police and believes that Suthep and the 18 other PDRC leaders collaborated to create emergency situations.

The 18 other PDRC leaders are Satit Wongnongtaey, Chumpol Julasai, Puttipong Punakan, Isara Somchai, Withaya Kaewparadai, Taworn Senneam, Natthapol Thipasuwan, Ekkanat Promphan, Anchalee Phareerat, Nitithorn Lamluan, Uthai Yodmanee, Samdin Lertbutr, Preecha Iamsuphan, Ratchayut Siriyothinphakdee, Kittichai Saisa-ard, Samran Rodphet, Sonthiyarn Chuenruethainaitham, and Phansuwan Nakaew.

Police alleged that the 19 had violated Article 11 and Article 12 of the emergency decree.

In approving the warrants, the court said 18 witnesses as well as evidence, particularly video CDs, provided sufficient grounds to suspect that the 19 PDRC leaders had collaborated, instigated or supported actions that caused emergency situations.

The court would thus allow police to arrest and detain the 19 suspects until such time as the emergency situation had eased.

The court said the 19 suspects must be detained at the Border Patrol Police Region 1 in Pathum Thani's Klong Luang district.

The court also ordered police to file a report of the arrests with photos to the court within 48 hours of their taking place.

The court said if police failed to make arrests within a year of the warrants being approved, the court might summon the officers for questioning and cancel the warrants.

The court told police that they could not make the warrants public by posting them on social and online media. Nor could they distribute copies of the warrants by dropping them from a helicopter or a plane.

Pol Maj Gen Kachornsak Parnsakhon, deputy metropolitan police chief and chief investigator in this case, said police would try to arrest the 19 suspects without suppressing the demonstrations..

Satit said the PDRC's would appeal against the warrant. He said he would not try to escape arrest.

Earlier, the Criminal Court approved an arrest warrant for Suthep on sedition charges.

And the stupidity never ceases, deport the Indian, defrock the monk, round up and arrest the protest leaders and don't pay the farmers....The PTP must really want a "civil war" on their hands

and the protest leaders will still never be arrested...enhancing the stupidity even more

Something has shifted. Something in the background has changed. Why are the PTP acting like they are in power at a time when they technically are not? Why are they being successful with the 'independent agencies' rather than being rebuffed as before? Are the PTP being humoured before their fall? Will the Suthepistas be soon whistling the Last Post?

They have a year in which to act on those warrants - surely they can't screw this up?! facepalm.gif

Many moves yet to be played, behind the scenes, on the streets, in the media.

No one's calling it check mate, just good news and another move in the government's favor...

But personally I would rather be playing the government's hand over time than their unworthy opposition.

Unless the fix is in somewhere, it's hard to see the government losing on the merits of the overwhelming need of re-establishing a functional government, resolving the farmer's issues and putting the country back on track while boxing up the bozos for political recycling. Eventually the cold hard facts have to be hitting the CC, the X factor and the dawdling EC. They've overplayed their hand and they've got nothing to offer the country except street vendors with t-shirts and whistles. Again, imho.

What a game of cards. The Criminal Court rejects the warrant requests, the administration refiles the request, and now the warrants are granted ! Requests are made and then remade in a kind of bizarre version of musical chairs - under the assumption that - like VLT games - the chances of winning are exponentially increased the more you play. Of course, the tricky business of actually serving the warrants - is apparently left to James Bond.

Warrants issued for 19 protest leaders for violating emergency decree

BANGKOK, Feb 5 - Thailand's Criminal Court today approved arrest warrants for 19 leaders of the anti-government People's Democratic Reform Committee (PDRC) for violating the emergency decree.

The court's decision followed the request of the Centre for Maintaining Peace and Order (CMPO) seeking the court approval for warrants to arrest protest leaders including a number of former Democrat MPs--Suthep Thaugsuban, Sathit Wongnongtoey, Chumpol Julasai, Putthipong Punnakan, Issara Somchai, Witthaya Kaewparadai, Thaworn Senneam, Akanat Prompan and Nathapol Teepsuwan.

Others to be served with arrest warrants were Anchalee Paireerak, Nitithorn Lamlua, Uthai Yodmanee, Samdin Lertbutr, retired Gen Preecha Iamsuphan, Ratchayut Sirayothinpakdi, Kittichai Saisa-ard, Samran Rodphet, Sonthiyan Cheunruthainatham and Pansuwan Na Kaew.

The caretaker government earlier enforced the Emergency Decree covering Bangkok, Nonthaburi, Bangplee district of Samut Prakan, and Lad Lumkaew district of Pathum Thani for two months, beginning Jan 22.

The court said there are sufficient witnesses and evidence which include video footage, proving the violation of the state of emergency by the 19 protest leaders.

It said the CMPO is allowed to detain the alleged leaders for maximum seven days at headquarters of Border Patrol Police Region 1. The investigators have to report the detention to the court within 48 hours as well as progress of the case every three months.

The court said it could withdraw the arrest warrants if the investigators fail to execute the court's order. The distribution of warrant issuance documents among the public was also prohibited.

Pol Lt Gen Winai Thongsong reportedly has been assigned to proceed with the arrest, while the PDRC leaders are expected to appeal the court's decision. (MCOT online news)

It is different. Earlier they have sought arrest warrants, but court not approved them. This is a game changer since it is Criminal Court that says OK to the warrant.

Also it is not an arrest they can jump on bail same day. This give the authority the chance to keep them jailed for 7 days and not even tell CC for 48 hours. That is significant.

I doubt the leaders will let themselfs be arrested. They will taunt the authority from behind a line of unarmed peaceful guards. Dont be surprised if the same unarmed peacefull guards suddenly shoot from their fake louis vuitton manpurses if police try to get the 19 leaders.

I would think everyday it all slips away from the government.

Don't try to call me up on chess. I can more than hold my own in a game of chess. The PTP government have proven time after time that they are actually <deleted> at chess, and Suthep seems to be burying their every tactic.

Do not underestimate the protest movement, they will deffo have plenty of contingencies to move to in the event of a mass execution of arrests on the leaders. With plenty of leaders already briefed and ready to take up the reigns with a much more intensified set of actions.

Apart from probably creating a total paddy on the streets of BKK by arresting the leaders which would probably end in the mayhem the gov are trying to avoid.

You have to remember that these people will surely one day hold power over the arresting officials. Making an arrest is likely be a career decision.

In any case, if they desire that, I would like to see them try and do it. They won't just walk over holding out their wrists to accept the handcuffs. They will resist with all their energy and they have many guards, security and also don't forget the protesters will make sure they get in the way.

The dimwit is WELL protected.... I suspect he'll be out within minutes of being in detention and the person (s) "guilty" of detaining him go missing or worse.

Let me correct you on that.

The protest leaders and Suthep have several 'court issued' arrest warrants out for them.

The DSI attempted to grab a few from the courts, but were unsuccessful. The courts hate Tarit.

But their are deffo active warrants already out there and nothing has been done.

Many reasons for that. Probably won't get them without a major battle on the streets and that is not good press for the world to lap up the next day.

Under the circumstance of scare mongering by EC, violence created by thugs before the election and intimidation, physical threat and blockage on actual day, the voters turnout was incredible. With such situation and the boycott, 16+ 'NO' votes is so miserable. These are the dem's 'NO' vote mainly. Which also means the dem got only 16+% votes.

The spirit and courage of those who voted to defense democracy under such circumstances is a slap on the face on anti-democracy movement.

I think the police know this, they also know that they will come under some significant physical resistance should they try and being the cowards that they are, they dont have the balls to do it...

... There will be more blood on the streets of Bangkok if they try

erm.... are you an accountant for the rice scheme?

16% NO votes and you need to add the % of 'NO SHOW', then you need to add the NO VOTES and the NO SHOWS and all the NO VOTES from all the remaining Dem strongholds when and IF the remainder of the ballots are cast as the case may be.,

I think you will see the figure amazingly high.

Whereas take the whole turnout in all unaffected balloted areas and you will see that the turnout was 45% as opposed to the normal 75% last time... Including the north and northeast.

Then once all the data is in look at the amount of that 45% who actually voted for PTP and you will see that PTP will have less than 20% of the entire eligible voting public.

A REAL slap in the face for PTP and a major BOOST to the anti-gov protest movement.

I suggest you listen more in math class when you get back to school.
