We never received an accompanying letter from the British Embassy when my partner was recently granted her tourist visa to visit the UK. They have done in the past.

Does she have to enter the UK within 90 days from the start date of the visa or can she enter at any time during the 6 month validity?

At any time after the start date and must leave on or before the end date.

It is multiple entry so she could leave and return within these dates.

In the past standard UK visit visas were valid for 6 months from the day they were first used to enter the UK, which I understand had to be within 90 days of issue.

That changed a few years ago and they are now valid from the issue date or the requested start date, which ever is the later. If requesting a specific start date, this cannot be more than 90 days in advance and the visa cannot be used before that date.
