Land crossing for Brazilian citizen

Hi . . . I have heard conflicting opinions on whether the '15 days only' has been instituted on land crossings for most nationalities, but a friend of mine is a Brazil citizen and has to make an exit soon. Brazil has a unique agreement, as they 90 days upon arrival at the airport without a visa, vs the normal 30 days most of us get. Does anyone know if those 90 days would extend to a border entry? Thanks.

He will get 90 days because it is allowed by a bilateral agreement between the 2 countries instead of the normal visa exemption rules.
