IIRC, you need to download and install the language pack you need. This was only available for XP Pro, Vista Ultimate and Enterprise, 7 Ultimate and Enterprise, and I don't know about 8.

If you have one of those versions, you go to control panel> windows update, check for updates, and look at available updates. The language packs will show there. Click the check box for the one you want and run update.

Now you can follow the steps to switch to the language you want.

Sorry if I'm wrong, but this has been going back for 12 years.

The language packs are only necessary for changing the language of system menus, prompts, and error messages. You can use Vistalizator on Windows Vista and 7 versions which don't support language packs.

All versions of Windows support multiple keyboard languages. As far as Windows, the keys are just key codes and any keyboard can be changed to a different language. You just need to change the language settings for the keyboard. You only need to buy stickers to put on the keys which is often done for Thais who don't have Thai characters printed on the keys. Less than 100 baht. Can be bought in just about any computer shop in Thailand and also be ordered on-line. They work great!

Many times replacement keyboards only have US English characters printed on the keys. Stickers are a way to get around the problem.
