I'm very surprised that Indonesia being a tropical country is a suitable climate to be a major chocolate producer?

In Australia, Victoria and Tasmania is where they make chocolates because of the cooler climate there.

In Thailand I would have thought somewhere like Chiang Rai would have had better potential than Indonesia?

They already grow coffee there. I don't know which is more profitable but coffee is far easier to turn into a marketable product than chocolate.

A lot of that niche market coffee from Chang Rai is great and I think maybe OP should look at the lack of development as a personal opportunity to introduce some change or opportunity in that region.
