We got divorced three years ago. She changed her name on her ID card but did not change the address, even though she has been permanently resident elsewhere. Is there anything I can do? Is this legal/illegal? The house on the address on her card is under my ownership to which she has no claim.

No she is not. he did steal the original blue book with her name in it. But we reported it lost to the police and have a new one.

If you are the joa baan, then kick her off the tabieen baan. Easy as that.
