June 29, 201411 yr You are talking about the Embassy paper to allow marriage to a foreigner and translation being recorded and signed. The actual marriage paperwork is signed in a District Office of your choice. Believe most people will just give Embassy paperwork to a translation service near the Embassy and have them take care of both the translation and registration process and return to them for the actual marriage unless under time pressure.
