Transfer fee to child/family same as normal?

I was just surprised to read in Ask he Lawyer he says

"You can include the child to the land title, the process will be the same as transferring the ownership from the mother to the child. You will need the original title, the mother's Identification card, the child's birth certificate, the child's house particular and the transfer fee, the process is the same as any land transfer."

I thought there was a special rate for inheritance.

Is this not also applicable to in-family transfers as to a child?
