Let's put this in the appropriate forum.

Exactly what is your context, the English doesn't have any specific meaning itself.

EDIT

Is it:-

To other clients in your establishment "I'm sorry that there are so many Russian tourists."

or

"I feel sorry for the Russian tourists." (being ripped off by the jet-ski operators).

or something completely different?

This should make sense: "I apologize for the actions of Russian tourists"

May be "ฉันขอโทษสำหรับการกระทำของนักท่องเที่ยวชาวรัสเซีย" ?

In Thai it's better to be short and concise.

ขออภัยแก่การกระทำของชาวรัสเซีย

It's enough to just write ชาวรัสเซีย as in "Russians" because it'll be understood by context that they're tourists.

But in Thai, it would be better to elaborate exactly the type of action because การกระทำ means something which is done type of action. Like hitting something, or doing something.

If you perhaps mean action as in behavior then พฤติกรรม is a better word.

The best is to simply write specific exactly what type of action, such as speaking too loud etc.

Also, keep in mind that would you have put such a sign in English? If not, then you should also not put such a sign in Thai either.

that is, I can write?:
ขออภัย แก่ พฤติกรรม
ของ ชาว รัสเซีย
hyphenation on different lines does not change the meaning in Thai language?

ขออภัยแก่พฤติกรรม

ของชาวรัสเซีย

There's no spaces between words in Thai.

Alternatively, one can also just write it like this:

ขออภัยพฤติกรรมชาวรัสเซีย

ขออภัยพฤติกรรม

ชาวรัสเซีย

The meaning will be exactly the same.

Thank you all for your help! I wish you all good luck! ;)
