This has been going on since 1990 that I know of - cars ( right hand drive, with leather interior and air con ) arrive and are then appear on the road - used to be a status symbol to fix the thai number plate on top of the uk one !! Last time in Bangkok I saw a convoy of them escorted by a motorcycle cop. Impractical and dangerous though. These vehicles should be banned from public motorways anyways unless equipped with a speed limiting device. If you want to speed trailer it to a race track. Sure, the cars have a huge value, but no-one is claiming that they have been stolen. Don't forget that now, a house is worth 4 mill, the total volume of funds missing over an extended period is actually only the cost of 20 houses and this, nationally is trivial.These cars have all been imported properly and paid for, the only loophole seems to be that Thai duty is not payable until the goods become Thai property = sold. The only real issue is that while the importer has the right to show the vehicles to interested parties and to display them in showrooms, it is his responsibility to pay the duties and typically, this is the agent's scam. The definitional question being " is this actually a Thai property, before a loan from a foreign bank, taken out to pay for it has been repaid ". I think that, at worst, this is a typical Thai rule flexibility and that the New government / Junta will adjust the rules to suit the newly perceived and identified situation. Value of 20 houses @ Bt 4million each = Bt 80million. 80million / 500 cars = Bt 160,000 per car, of which Bt 106,667 is tax at the 200% rate. Missing revenue is the 200% tax due on the value of the 500 cars.
