29 land and sea plots are to be auctioned for oil exploration

BANGKOK: -- The National Energy Policy Committee today agreed to put on auction 29 land and sea plots for petroleum exploration and production.

Bidding for the 23 land plots and another six in the Gulf will be opened on February 18.

Mr Dusit Nakhontap, deputy permanent secretary of energy, said today that there are new conditions that the successful bidders will have to adhere to. These include no exploration activities in 1A watershed areas, national parks, wildlife sanctuaries and tourist destinations.

Also, the successful bidders will be required to make financial contributions amounting to a minimum of one million baht annually for educational development in the localities during the exploration period and the amount will increase to two million baht per year during the production period.

The successful bidders will also be charged 5-15 percent royalties and pay income tax amounting to 50 percent of the profits.

Meanwhile, energy groups in Nakhon Ratchasima today submitted a petition to Prime Minister Prayut Chan-ocha through the Damrongtham centre demanding that all petroleum concessions be revoked.

The groups claimed that most oil-producing countries in the world in the world, including Asean, have scrapped concessions which take too much advantage of the host countries.

Does anyone know of a link or more data on where these 29 plots are? Best information that I could find was a one liner that said most of the plots are in the northeast close to the Laotian border.

Most the plots are onshore (23) with 6 offshore. The onshore are mostly in Esan area.

Onshore 23 blocks 54,655.31 sq. km

Offshore 6 blocks 11,808.20 sq. km

Total 29 blocks 66,463.51 sq. km

But might change slightly when they issue the formal notification.

RBOP, thanks but already deducted the NE is Esan. I have lived in Esan for the past 15 years but what I would like to know is where in Esan, its a big area. Land prices around my place are going bonkers over the last three years, so just wondering if O&G has anything to do with it.

Land prices going up have nothing to do with O&G industry in Thailand. It is a misconception that Thailand has vast O&G reserves. The investment risk is very high in Thailand which is why Concessions are issued instead of Production Sharing. Otherwise no foreign company would invest and Thailand doesn't have the money nor expertise to do the exploration herself.

This is a very convoluted subject that involves politicians and nationalists who support NGOs to give misleading information to the public to support their own agendas. Look up the policies of the protesting energy reform group and the rebuttals from PTT, Ministry of Energy and DMF Director General.

so, paying somchai 1-2 million baht per year (education haha) purpose

so what is left ?

and if the field you lease, what if no oil at all ?

smells like a big scam or governement does not want to invest, let someone else do the work and kick them out when the time is right

So? What benefit do you think you will get if they drill and find oil close to you?

I'll tell you.......none. Nobody else except the concession owner can drill. For a land rig, very little land is needed and it's relatively inexpensive.

Again, what benefit do you think is coming your way?

If close to you or on your land, the benefits are things like local CSR that would not exist otherwise, possibly improved infrastructure like roads etc. Jobs given to locals first. National benefits by less dependence on imported energy etc. But in terms of thinking you will be rich if your property is chosen for the wellsite, then you could expect to sell or rent at above normal rates but dont get greedy or they will just ask your neighbour.

If Tesco Lotus opened a store on your rented property they would not give a share in the company either.

Unless seismic data indicates potential, O&G companies will not go to the next phase of development - the drilling of exploratory wells.

The concession will be relinquished.

The oil/gas bearing regions of Thailand are well defined already, so the present "auction" may not have many bidders !!
