Cabinet to review succession legislation draft early Nov

BANGKOK, 30 October 2014 (NNT) - Minister of Finance Sommai Phasi will submit the law of succession to the Cabinet early next month before it is reviewed by the National Legislative Assembly.

The minister on Wednesday said the ministry was now discussing the succession legislation draft with the Council of the State and Deputy Prime Minister Wisanu Khruea-ngam. After they finished reviewing the draft, it would be proposed to the Cabinet for consideration, said Mr. Sommai.

It might take 3-4 months for the NLA to review the draft. The law would not take immediate effect after it was published in the Royal Gazette since the law executors needed around three months to prepare, said the minister.

After the law of succession, the minister will work on the property act draft. Mr. Sommai added that the ministry would decide late this year whether to increase the value added tax (VAT).

Deep South sub-district administrative organizations personnel to be armed

BANGKOK, 30 October 2014 (NNT) – The 4th Army is planning to arm sub-district administration officials in the Deep South, so the latter can help boost security in their own locales.

Wednesday's decision came after a meeting between Army Area 4 chief, General Prakan Chonlayut, and Southern Border Provinces Administrative Center Secretary-General Phanu Uthairat. The meeting was held to address the recent arson attacks on two sub-district administration offices in Pattani.

According to Gen. Prakan, those at the meeting agreed to integrate the sub-district administrations in the southern border provinces into the security network for the Deep South.

DDPM handing out blankets to risk groups as mercury falls

BANGKOK, 30 October 2014 (NNT) – The Department of Disaster Prevention and Mitigation (DDPM) is conducting a campaign to assist people in provinces susceptible to extreme cold weather by supplying them with blankets.

Deputy Director-General of the DDPM Anusorn Kaewkangwan stated that the provincial administrative officials already have records of residents in their respective areas who are considered most vulnerable to cold weather. The records will enable authorities to quickly deliver aid to these groups of people, which include children, the elderly, the disabled and the poor, in times of winter disasters.

In preparation for the peak winter period this year, Mr Anusorn revealed that the DDPM is cooperating with the private sector to release caravans to various areas faced with low temperatures throughout the country, beginning today, in a bid to distribute blankets to those in need.

The Deputy Director-General said early assistance is necessary at the moment, given the situation has not reached the point where disaster emergency can be declared and assistance budgets can be allocated.

According to the Finance Ministry’s regulations, a province can be declared a winter disaster area if the temperature has dropped to below 15 degrees Celsius for three consecutive days. It is only then that a budget of 1 million baht per province can be disbursed from the government’s emergency reserves to help the locals.

Floating lanterns banned in 50 districts across Bangkok

BANGKOK, 30 October 2014 (NNT)-The Department of Disaster Prevention and Mitigation has advised people to be careful with firecrackers during Loy Kratong Festival. Meanwhile, floating lanterns will be forbidden near the airports in Bangkok.

Thais will enjoy the annual festival which this year falls on November 6th. Loy Kratong encourages people to be wise about using water and ready to start anew. Revelers, as usual, are expected to play firecrackers during the festival.

To play safe, they have been told to stay away from power lines, homes and gas stations as flames could trigger fires. Buckets of water should be prepared on the side in case any objects or places catch fire.

Certain restrictions will be imposed on Bangkok residents in all 50 districts. Releasing floating lanterns will be prohibited near places such as the Grand Palace, Rama 8th Bridge, tall buildings, business areas, crowed communities and especially airports.
