Laoatian Passport Application in Bangkok

Does anyone know if a Laoatian citizen can apply for a new passport in Thailand if his passport is full. Or does he have to go back to Laos? THANKS!

When you find out please post the answer here. It is my understanding that it has to be done in Laos, but I'd love to be wrong.
