I suspect it's somewhere in Issan possibly Yasothon where they hold a "Bung Fai" homemade rocket festival each year.

Not sure where it is, many villages and provinces have rocket festivals just before rainy season. Great rocket though, never seen anything like at the festivals I been to before.
