Actually I consider them lucky to have electricity.

Appearances can be deceptive, only takes a mobile Sim to be "hot spot" activated on any mobile phone and its done. Doesnt even need the Electricity you speak of to achieve it either. Point is, with ease of todays technology, you just never know unless you ask.
